“Pollution in Abstract” – Using Avant-Garde Photography for Public Education of Stormwater Pollution and Prevention
For 30 years, Kevin has worked as an engineering consultant, helping clients solve a variety of problems, including the prevention of stormwater pollution. As he studied this pollution problem early in his career, he realized engineers and scientists alone couldn’t solve the problem – the public needed to be aware of the magnitude of the issue. With this in mind, Kevin turned to his passion for photography. In 1990, he began making artistic, avant-garde images of the iridescent rainbow-colored patterns of the drips and drops of oil, gasoline, and other pollutants found on pavement when it rains. His goal has been to capture intriguing images to attract viewers to help draw the connection between their activities (such as driving vehicles that leak oil, dumping motor oil, over-fertilizing lawns, etc.) and this form of pollution, and educate them about the actions to reduce and prevent this pollution. Over these three decades, his grassroots environmental education effort has included Portland evening news interviews, an OPB story segment, conference presentations, speeches, press interviews, and photography exhibits that have collectively reached thousands of viewers. Kevin’s presentation will share some of his experiences over this time and provide the personal motivations for his work using avant-garde images to create public awareness about stormwater pollution & how to reduce it.
Water Quality Division Administrator for the Oregon DEQ
Justin Green is currently the Water Quality Division Administrator for the Oregon DEQ. He has held this position since April 30, 2018. Prior to joining DEQ, Justin was with the Florida Department of Environmental Protection where he held several positions, most recently Director of DEP’s Water Program. Prior to Water Director, Justin was DEP’s Air Division Director. Justin’s focus during his tenure with Oregon DEQ has been ensuring statewide quality and consistency, engaging with stakeholders and partners, and finding common-sense solutions to complex problems. Justin has a Law degree from Florida State University and a Bachelor’s degree from the University of Wisconsin. He is very excited to live and work in Oregon! Justin will discuss Oregon Water Quality Program updates, including 1200-Z General Industrial Stormwater Permit and other current water policy issues.

Chris focuses his practice on complex environmental regulatory work (permitting, compliance, enforcement, cleanup, transactions, and project development) as he helps clients navigate the regulatory landscape. He also works on real estate and merger and acquisition due diligence, contract negotiation, and risk management strategies. His 20 years of experience working with state and federal regulatory agencies includes serving as a former state DEQ enforcement officer, litigating environmental cases in private practice, and serving on state Advisory Committees, Business Organizations, and Boards. His numerous program areas include water quality, stormwater, hazardous waste, air emissions, toxics, federal lands, and cleanup of contaminated soil, sediment, and groundwater. Chris will share key insights on the rollback of Clean Water Act regulations and what it means for environmental protection, regulatory compliance, and enforcement.
